Meeting water quality and quantity objectives now require limits to be set on the extent to which water quality and water flows can be changed relative to a benchmark, such as their natural state.  It also requires all land and water users – urban and rural – to collectively operate within the agreed limits.  In most catchments difficult trade-offs are involved in setting limits and operating within them.  There is usually a significant amount of uncertainty about the information used in this decision making process.

The aim of this programme is to provide a new institutional process for setting limits, and operating within them, based on collaborative governance and collective action at catchment and sub-catchment scales.  The programme will also providing new tools needed to help communities make the trade-offs usually involved in the limit setting process.
